Oracle Apex, Radio Buttons (or Switches) and Dynamic Actions

Are dynamic actions (like those executing pl/sql) executed twice for switch values?

For example, if I have a click-event dynamic action that executes a pl/sql block on a value, such as salary (:salary), does the pl/sql block, by default, get executed for the "pre-modification" value in salary, and then again for the "post-modification" value in salary?

It sure seems that way. If this is true, is there a way to have the pl/sql block execute on just the "post_modification" value?
