ORA-01427 for only one user

There is one user that gets the the following error when entering a search parameter in an Apex app page:

report error:

ORA-01427: single-row subquery returns more than one row

But all other users, including myself, do not get the error when doing the exact same thing. How is it possible that only one user sees the error?

I've attached the SQL Query that is used to update the rows displayed. Accordign to the documentation ORA-01427 occurs when a '=' is used in the query, but there is no '=' in this query. I am using APEX 4.2.5.00.08. Yes, I know it's way old. Any help would be appreciated.
