Oracle XE 18c configuration not working

I am trying to build a docker image and configuring the oracle-xe gives me the error End of File exception.

the base image is UBI8(Redhat)

I could do the localinstall of the rpm (preinstall and oracle 18c xe). Are there any other configurations required for the configuration of the oracle xe with docker?

Specify a password to be used for database accounts. Oracle recommends that the password entered should be at least 8 characters in length, contain at least 1 uppercase character, 1 lower case character and 1 digit [0-9]. Note that the same password will be used for SYS, SYSTEM and PDBADMIN accounts:
