Interim Patch applied using Opatch, works correctly with JDeveloper, but not applied to the EAR file

I installed the patch ( Patch: 30949508) recommended for issue "Export is incomplete due to error Cannot format given Object as a Date" (https://support.oracle.com/knowledge/Middleware/2674487_1.html).
The patch solves the issue, when running the application running from JDeveloper. But the patch doesn't get applied to the EAR file generated.
I deleted the below temp data in "\AppData\Roaming\JDeveloper" folder.
12.2.1.4.0, system12.2.1.4.42.200228.0444, tmp
But still doesn't work
JDeveloper version : Studio Edition Version 12.2.1.4.200228

A patch is not applied to an ear file. A patch changes the libraries on your installation, the ADF runtime.
You need to apply the patch to the server you deploy the application to.
