Euro Language Accents Not Saving In Forms

I made a Form that has a field for Spanish.

The test text is "NEUMÁTICO".

If I put the values in the db using SQL Developer, it works perfectly, but I notice is puts an N in front of the value string. eg - 

INSERT INTO LANG_TEST (SPANISH_TEXT) VALUES (N'NEUMÁTICO')

Those (inserted using SQL Developer) show up exactly correct in my Form, but when I update the field in the Form from NEUMATICO to NEUMÁTICO, save and requery, it doesn't save the new format. It saves all other changes, but not the Á.

The db column is an NVARCHAR2(35) with an nls characterset of UTF8. DB 19c version.

The Form (12.2.1.4.0) field is a Text Item, data type of Nchar, Data Length Semantics of CHAR, Maximum Length 35, Upper case restricted, and database item.
