Shortcuts inside Report Heading defined as PL/SQL Function body

Hi,
I am on Apex 18.2.0.00.12.
I have a function returning the heading of a report and since it breaks when the result exceeds 4000 characters, I tried using shortcuts containing HTML text but it seems they are not replaced (I am using a shortcut syntax like "SHR0", "SHR1" and so on).
Can someone confirm that shortcuts are ignored inside headings built using custom PL/SQL?

Annoyingly, the locations in which shortcuts can be used remain very restricted, and don't include report headings:
You can use a shortcut within the following locations:
- The Region Source attribute of regions defined as HTML Text (with shortcuts).
- Region Header and Footer Text attribute.
- Item Label attributes, Pre Element Text, Post Element Text, and Default Value attribute.
- Region Templates attributes.
There was a feature request to extend this useful and under-utilised feature, but it doesn't seem to have been published on the new system.
