how to fix the error "SEVERE <br7go9r6nXnDvVTRHI20Hw> zip java.lang.IllegalArgumentException: zip" ?

I have an application with which I try to download a group of zip and it sends me that zip error, all this inside an APEX and ORDS standalone, I hope you can help me, oracle recommends reinstalling apex and ORDS.
