Region Display Selector / Tabs Container SLOW page refresh

I'm using apex 21.2 and universal theme.
I have a page below that has RDS and tabs container and during page display you can see its being generated as 1 long continuous page and it re-arranges into tabs(2 sec delay).
Is there a way to speed up the page refresh so users DO NOT blink?
Or is there an alternative UI I can use to display many items into 1 page, thanks
