Load a PDF file converted to base64 string via REST API to 3rd party.

Hi,
I am trying to send a pdf file converted into base 64 string to a third party system. Can someone help me with how to send this base64 string in the request body or if anyone has come across the same scenario, please provide guidance on the same.
Read majority of the posts related to this but none answered as expected.
