I use SQLDev 21.4.1 with JDK 11 (GraalVM CE 21.3.0). I do not encounter these problems you are describing on my M1 Max machine.
What are you using?

Most likely issue is with Java. Try as Philippe suggested or try Java 17

Well with Java17 you have other issues. Everything that uses JavaFx/Nashorn will not work. Currently the only JDK that is working is JDK 11.

That was fixed or a fix is pending on the Fx I believe.

Maybe in SQLDev 21.4.2 but it's an issue in 21.4.1:

yeah we don't tech support 17, and if the FX jars aren't there, you'll need to go grab them.
