OCI Always free ADW stops within minutes.

I am new to the OCI always free ADW. Initially I read about the rules that it stopes every 7 days if due to inactivity. In my case, it stops every 5-10 minutes of remaining inactive. Even today I had to start it 3-4 times, is there any configuration which I didn't check or if there is a bug?

Is your DB really "Always Free" ?
