Extension Snippet Question

I am the custodian of a java based Extension for SQL Developer (desktop) called GeoRaptor.
It has a collection of snippets that used to ship with it from back in SQL Developer 3.2 days.
I am trying to get the snippets to work in the latest version.
The extension.xml has the following entry:
<triggers xmlns:c="http://xmlns.oracle.com/ide/customization">
<sqldev-snippet-hook xmlns="http://xmlns.oracle.com/sqldeveloper/sqldev-snippet">
<snippet file="/org/GeoRaptor/snippets.xml"/>
</sqldev-snippet-hook>
The snippets.xml file is located in the jar file at the location referenced.
The snippets do not load (not accessible from with SQL Developer)
Can someone give me a pointer as to what I am doing wrong?

I'm not sure that adding snippets this way works.
In the utPLSQL project we added snippets a bit differently. It's not super elegant but it works. Here's the link to the enhancement request: https://github.com/utPLSQL/utPLSQL-SQLDeveloper/issues/60 . Maybe this helps.
