Oracle Fusion Cloud Application not returning response

Hi Team,
We have the same certificates, same code and same policies deployed in weblogic em console for both DEV and PROD
The user and roles are the same for Oracle Fusion Cloud Application in both DEV and PROD.

The issue is,
We are getting response from Fusion Cloud PROD but not from Fusion Cloud DEV

DEV version : Oracle Cloud Application 21D (11.13.21.10.0)
PROD version : Oracle Cloud Application 21D (11.13.21.10.0)

Can you please help us resolve this issue immediately?
