You tried browser settings?
What settings?
Anyway, we need more info. You drag and drop from where?

Is the application migrated? If so, please verify that the migration path is supported. https://www.oracle.com/application-development/technologies/jdeveloper/122-cert.html

@dvohra21 yes migrated from 11.2.1 to 12.2.1 in URL which you provided, it says not supported. I need to install SOA suite 12.1.3 but not able to find any link it always redirects to 12.2.1.4. Could you please help me get this link or any setting I could do to fix it in 12.2.1.4

@Timo Hahn I have tried set false these settings in firefox:
security.mixed_content.block_active_content
security.fileuri.strict_origin_policy
I drag and drop from my computer folder directly to browse

What info do you get when you click on the 'Learn more' link in the browser console?

If a direct migration path is not supported, first migrate to a 11g version that is supported.
