Weblogic Oracle Forms

Hello, I installed oracle forms environment, everything worked, but when I restarted computer and I tried to start it again(first node manager next is a Weblogic server) I got an error like this:
Actually I had same problem last time after instalation whole oracle forms environment, I decided to reinstal eveything, I got this error once again after restart a computer. I activated antivirus after this instalation, maybe this is a reason?

A PDB is not opened by default when the database restarts. You have to connect as SYS to the CDB$ROOT (named ORCL by default) and enter:
ALTER PLUGGABLE DATABASE ORCLPDB OPEN; ALTER PLUGGABLE DATABASE ORCLPDB SAVE STATE;
The second line tells the database to open ORCLPDB automatically on restart

The reason is explained in the message. The servers are unable to connect to your repository database. So either it (the DB) is not running or is not accessible from the machine where you are trying to start the WLS servers.
