Connection time out error | while calling SAAS URL from Weblogic server

The ADF application is deployed in Weblogic Server which is Gen2(New).
The Application was working fine while in Gen1(12.2.1.3.0).
There was a upgrade recently so we formed the EAR file in 12.2.1.4.0 version and deployed in weblogic server of 12.2.1.4.0.
That is when the call to the SAAS ERP(https://efgy-dev7.fa.us6.oraclecloud.com/fscmService/FscmCustomReferenceService;***") while loading the page gives this connection time out error.
