21C XE Installation does not start on Windows 10

Hello,
I try to install Oracle 21C Express Edition on Windows 10 Enterprise(on virtual machine). But after setting installation directory, it does not forward more. "Next" click does not give any response or any error.
There was 11G XE before and also 11g clients. I uninstalled all of them. I restarted Windows. My user is added in administration group.
We have similar copy of this VM which have similar config with this. I could install on other VMs but on this I could not.
What can be the reason, do you have any idea?

No, it does not work. I have already done and checked all prerequisites in Document.
Also after clicking setup.exe, it makes prerequisite checks too and all prerequisites passed successfully.

Try changing the installation directory and see if you can get it to show you an error that will shed some more light on what is wrong.
I would guess that we are having problem writing to the filesystem or something similar.

I tried on several different directories and several partition(C and E). I tried also on my user's directory.
My user is added already to administration group.
I will try on a new Vm.
