Are the XE database and TNS listener services running?
You can check the Listener's status via console window command
"%ORACLE_HOME%\bin\lsnrctl" status

No I am unable to use any of the service. Even I am unable to install it.

Full Windows version? 32bit or 64bit?
Was the 11g XE installation successful, or were there any warnings or errors?

No there is no warning during installation but due to I am unable to setup the connection it will not exist on my pc
