You probably need a Credit Card. I'm not sure.
When I signed up, the system charged $1 to my Credit Card for verification and then refunded it. However, the initial charge was flagged by my Credit Card company as "Suspicious" and initially denied the charge. The company also alerted me of this Suspicious Activity by Text and email. I had to "approve" the charge before I could go further in the signup.
