Oracle Forms, Java Web Start and webutil

In our current environment the first time we access the forms web server through Internet Explorer, the webutil DLLs are automatically downloaded to the PC in the folder:

C:\Users\<username>\webutil\syslib\<formsservername>\win32

When we launch forms using Java Web Start, all the folders in the path above get created, but the DLLs do not download automatically.

Is there a way to have the DLLs download automatically using Java Web Start?
