missing file while installing jdeveloper 12.2.1.4

Hi,
I copied the download from the standard site using the recommended download. It downloaded V998593-01.exe and V998594.zip. When click on the exe file, it starts the oracle universal installer and then it exits with the below error.
The jar file C:\jdev\V998593-01-2.zip needed for this installer is missing.
Both files listed above are in the same directory call jdev. From what I have read that is what is required by the installation guide.
So either the wrong file is downloaded or an internal reference has not been updated.
How do I fix this?

And when you started the installation both files are in the same folder?
If yes, try renaming the V998594-01.zip to V998593-01-2.zip and start the installer again.

the V998594.zip file is really V998594-01.zip . I mistyped. Sorry
