Ctrl + click over a procedure or function name goes to package header instead of package body

It is a very nice feature having having a click over funcion or procedure names for automatically opening it, but you would expect to go to the package body not the package header. Also when you perform a click in a package header function name, it doesn't bring you to the same function in the package body, it just does nothing.

That is the built in VS Code shortcut for "Go to Definition". For PL/SQL what you are looking for is "Go To Implementation" which is Ctrl-F12
You can change these shortcuts if you find Ctrl-F12 too painful:
Go to the File menu in VS Code and select Preferences->Keyboard Shortcuts

mmm but if you click over the package header name of the function, it should go to its implementation isn't it? And when you click the package body name of the function it should go to the header.

I am not sure what you mean. Control click is defined as "Go to definition". Control click on a package procedure or package function name takes you to the definition of that function or procedure, eg the specification.
Control- F12 is defined as "Go to Implementation". That takes you to the implementation of the function or proc, eg the package body.
These are both in the right click menu also.
Can you provide an example of what you are seeing that differs from this?
