Unable to display time zone offset in e-text template

We are trying to display sysdate with time zone offset in e-text using below function and its not working. Since it's 'Disbursement Payment File Format' seeded report, we are unable to get it from data model.
FORMAT_DATE(SYSDATE, ‘YYYY/MM/DD HH24:MI:SS TZH:TZM’)

What product are you using? Reports standalone? EBS? BI/XML Publisher?
