Tab focus and Tab order is not correct for input fields

We have form page and we have input fields like First name, Last name, Phone etc. First name and Last name are in horizontal form. And First name and Phone are in vertical form and focus is going in this way only (vertical) and screen reader is reading it in vertical only. But we want it to read in horizontal form like after First name it should read Last name(in horizontal form). Please provide solution, how to maintain focus order in ADF.

I am using Jdev version: Studio Edition Version 12.2.1.4.0

You either implement your own navigation using JavaScript or you use two or more different layout containers.

One for the first name and last name in horizontal mode, the next one for the other fields in vertical mode.
