The request could not be mapped to any database - Error 404

ORDS : 21.4.2, Tomcat : 9.0.63
ords is working fine on standalone mode, but on tomcat it giving error 404.
I reinstalled ords and tomcat multiple times.
- unlocked all necessary accounts
- java -jar ords.war validat comand run successully
- tried on different port
- restart tomcat

Its fixed finally. There was privileges' issue
I needed to start it manually by going there in tomcat bin directory
But it was throwing 404 error if I start tomcat services from the services list.
In Tomcat properties "Local Service account" was selected. I changed it to "Local System account".

Hi,
Changing from 'Local Service' to 'Local System' grant too much permissions to tomcat.
The most common problem I had is that the permissions on the ORDS config dir didn't include read+write for 'Local Service'. Adding those premissions solved the issue without changing the service permissions.
'Local Service' is the new, limited, service account.
'Local System' is highly privileged - it has higher privilege level then 'Local Administrator'.
