API generator generates unencrypted RSA private keys

Hi,
I'm new to the Oracle Cloud Infrastructure. I have installed Oracle Developer Tools for Visual Studio and am trying to add a new OCI Account Entry. I've created the group, user, and database, generated the API keys from the OCI console, and modified the config file to include the path to the private key. However, when I attempt to test the credentials using the above method or creating the keys manually using PowerShell, I receive the following error:
I also tried creating an encrypted key pair using PuttyGen, but the conversion from .ppk to .pem (although, with a different error) also causes the test connection to fail.
I apologize for the lack of tags, but api was the only tag I could find.

I figured it out. I guess I just needed to write the question for the answer to boomerang back at me.
I used
openssl enc -p -aes-256-cbc -salt -pbkdf2 -in privateKeyFilename [-out filename] -pass file:publicKeyFilename
