Attach debug session fails with PDE-PXC019 error

I am using Forms 12c running on db 19c. The application was migrated from version 6 or earlier.
I run in the FSAL environment which is brilliant for our use case. When I first setup our dev environment I could remotely debug a form by entering the server name and port into the dialogue. However that has stopped and I suspect this may be due to changes made to firewalls.
Is there a reference article which shows things like port numbers that need to be opened or applications etc? (I have tried adding frmbld.exe to the Windows firewall and that's made no difference).

The error you are seeing is not likely related to ports. However if you are using 12.2.1.4 and have the latest quarterly patch installed, you can declare which ports you would like to use with this environment variable set in the Builder environment: FORMS_REMOTE_DEBUGGER_PORT_RANGE
