Mapping for APEX, ORDS, Apache Tomcat, Windows

Hello,

We are moving our Apache Tomcat/ORDS to a new Widnows server.

I mapped workspace dmdb to eeop:

java -jar ords1t.war map-url --type base-path --workspace-id dmdb /eeop eeop

I see the url-mapping.xml in the ords config directory, but

-- http://in-oracle-appt1.in.sfdph.net:8080/ordst/eeop

returns 'The procedure named eeop could not be accessed'

and -- http://in-oracle-appt1.in.sfdph.net:8080/ordst/dmdb

works.

What am I missing here?
