Exactly which OS are you using?
The issue you are describing is something still being investigated. However, initial investigation suggests that dropping the Oracle Home and attempting to reinstall does correct the problem. Obviously this isn't an ideal solution, but as mentioned the problem is still under investigation.
For now, please let us know exactly which OS you are using. It might also be worth trying to uninstall then delete the home and attempt to reinstall.
Contact Oracle Support for more information. Refer to MOS Note 2817677.1

After posting my comment, I did a simple Google search and found this forum (Oracle MOS Community Forum) that suggests you may not have read the documentation (specifically the System Requirements);
I can't stress enough how important it is to at least read the System Requirements and Supported Configuration (aka Cert matrix) before installing, even if you refuse to read the Install Guide.
https://docs.oracle.com/en/middleware/fusion-middleware/12.2.1.4/sysrs/
You can't be mad at the install process if you don't read the docs. 😉

Is this a 32bit machine? If so, you cannot install on this OS and machine.
