SQL Developer (no-jre) will not start.

Downloaded sqldeveloper -no-jre version on Windows 10 x64 bit with Jdk 8 Update 331
Extract the files to a separate folder.
When double click on sqldeveloper.exe, nothing happens.
No Jre is installed on machine.

<toolbar> is not implemented in Oracle Help for Java.

This should be documented in the Oracle Help Guide and we have filed this is a bug in our documentation.
