Does Instant client follow the lifecycle of Oracle Database?

Hello,
We have a contractual requirement to be on supported software, so i'm kind of stuck on this.

We have a handful of users who have Oracle Instant client 11.1 installed and claim they cannot upgrade. I have been searching for a awhile and can't find any documentation on Instant Client lifecycle.
Is there documentation someplace that lists the Instant Client lifecycle? Does Instant Client follow the Oracle Database lifecycle IE per https://www.oracle.com/us/assets/lifetime-support-technology-069183.pdf 11.1 Database was out of Extended support August 2015, does Instant Client 11.1 follow this end of extended support date?

If there is actual documentation that I can reference it would be best.

Instant Client is part of the Oracle Database suite. It's just a re-packaging of some database libraries so it has to follow the DB lifecycle. The DB lifecycle is shown in the Release Schedule of Current Database Releases at https://support.oracle.com/epmos/faces/DocumentDisplay?id=742060.1
