Problems connecting because of Listener issues

I am failing to connect with databases in sql developer, below is the error:

I tried running all the oracle services but ORACLEXETNSLISTNER service is failing to run:

Please suggest what to do for this?

You might get better answers/help from the general Database community, but something you can try.

Open a cmd prompt. Try starting the listener, manually.

Something like this

lsnrctl start

Then if it doesn't work, check the error messages for clues.

Try dropping and recreating the listener. Be sure to use the same name for the new listener and use the latest version of Oracle Net Configuration Assistant on the server.
