Bug: when an old Oracle service is still registered, Oracle XE installation fails on Windows 10 pro

My Oracle XE development instance have recently failed and I wanted to replace it with a fresh new one.

I have uninstalled Oracle XE 18C, however one oracle windows service has not been unregistered by the setup (silent error), though the exe didn't exist anymore (somewhere in my user app data folder).

Then if I try to install Oracle XE 21C with elevated privileges, the setup displays a popup: "unable to check for available memory". I had to manually delete the old oracle service to make installation succeed.

Please also note that the msi file also fails without logs (that should be fixed).
