just a silly question, why did Sqlcl download moved to edelivery.oracle.com ??

It's in our YUM repos
It's in Homebrew
It's included in every SQLDev and Database Install
It's in our Container Registry
You can always grab https://download.oracle.com/otn_software/java/sqldeveloper/sqlcl-latest.zip -- that URL won't change
And, it's on eDelivery.
I don't have anything other than a silly answer for your 'silly' question. I can say that it wasn't up to the product team to move it to eDelivery. Eventually everything will be there.

22.2.0 version is still available here:
But latest one is not included on the SQL Developer download page

As this moment, SQLcl is not found anymore:
- on the main Software Download page (https://www.oracle.com/downloads/)
- nor on the download page for SQL Developer 22.2.1 (https://www.oracle.com/database/sqldeveloper/technologies/download/)
(Is this a mistake?)
Meanwhile, if you type SQLcl in the search tool, you'll land on the SQLcl product page (https://www.oracle.com/database/sqldeveloper/technologies/sqlcl/).
And from there, the prominent Download button will take you to the download page (https://www.oracle.com/database/sqldeveloper/technologies/sqlcl/download/).
On that page, if you click on the Download link, you'll land on eDelivery—which probably looks like uncharted territory for most users except production DBAs.
However, the Latest version update link on the same page (destination: https://download.oracle.com/otn_software/java/sqldeveloper/sqlcl-latest.zip) still works without eDelivery.
You'll get a .zip file with no version number in the file name, however you may check the SHA1 to verify that it matches that of the version advertised on the download page. It may match, or not (*), but then if you unzip the archive and browse its content, you'll quickly find a version file anyway.
(*) At of this writing, the download page mentions "Version 22.2.1.201.1451- July 28, 2022", yet the sqlcl-latest.zip archive comes with the version string 22.2.1.201.1456: supposedly the same, yet built 5 minutes later.

[EDIT:] now that I've checked, the digests from the version on eDelivery are the same as those on the "latest" link. And the advertised version string should read as 22.2.1.201.1456.

ok Jeff , I will use the latest url now
Because using edelivery always result on donwloding Oracle_SSN_DLM_09231429.exe and then you have to launch it. I can understand that when downloading Gb en Gb for oracle linux distro but for 40Mb zip file .... hum.... let say
