Encountering ORA-12518.

I am new to Oracle sql. Just installed oracle 21c and sql developer on my 64 bit, windows pro pc. I really tried my best to make a new database connection. Reinstalled sqldeveloper and Oracle21c multiple times and many more ways. But this error just don't go away. Please Please Please someone help me out.

    You (SQL-Developer) connects to the Listener, requesting a connection to a database service.

    If valid, the Listener hands off your connection (e.g. tcp socket) to a database server process to service.

    This hand off failed. There can be a number of reasons for this to fail. Listener tracing is typically needed to determine the cause.
