Cannot enable SSL

Hi folks,

I'm trying to enable SSL for our Oracle web server following the instructions found on

However, I'm unable to complete the configurations steps as when I try to run $ORACLE_HOME/dcm/bin/dcmctl -ct opmn I get the following error message:

An exception occurred while constructing the OracleAS Repository API, a DCM dependent component.
This exception may be occurring because the file is misconfigured.
Check the exception thrown by the OracleAS Repository API for any additional resolution information.

I've had a look at our directory structure and it would appear that is actually missing. Now I'm not the one who installed Oracle so I'm not sure if it's meant to be there when you first install it or if it's one of those weird error messages which has nothing to do with the actual problem or if many refers to a module which isn't needed for Apex (though what I found on Google and on here suggests this is where you find the Apex version number...)

I'd create manually myself, except I'm not sure what it's supposed to contain since I've only found scattered bits of information about its contents so far.
