Tree Nodes Won't Collapse

I have a tree that is showing what I expect, but the sub-nodes won't collapse.

The root is a customer number.
Below that is the product lines that the customer bought.
Below the product lines are the items in those product lines. These are the leaf nodes.

The root node, Customer number will expand/collapse very nicely.
The product line nodes will not collapse. When the root node is expanded the product line nodes show up expanded but they will not collapse.

The Max Levels is set to 3. When I set the Max Levels to 2 then the prod line nodes are collapsed but they won't expand.

I can see the tree at http://htmldb.oracle.com/pls/otn/f?p=33642:12 works as I expect mine to work.

Any ideas on how to get my nodes to collapse?
