PLS-00801: internal error [1401] while compiling Package body

I am getting the error PLS-00801: internal error [1401] while compiling the package.
recently upgraded to version 11.1.0.7 database .

Any pointer to this ..

    SQL> alter session set events='10933 trace name context forever, level 512';
    Session altered.

    SQL> alter system flush shared_pool;
    System altered.

    SQL> alter package APPS.OE_CONFIG_UTIL compile body;
    Warning: Package Body altered with compilation errors.

    SQL> sho err
    Errors for PACKAGE BODY APPS.OE_CONFIG_UTIL:

    LINE/COL ERROR
    -------- -----------------------------------------------------------------
    0/0 PLS-00801: internal error [1401]
    7352/3 PL/SQL: Statement ignored

    Still not able to compile ..Any suggestion ...

    Not sure...but you can check if your code is using any remote procedure and if yes, the dblink is valid.

    These packages are getting compiled fine in 10g version of database .
    Customer is faciing issue while upgrading to 11g.

    I have the exact same issue when compiling some packages in 11.1.0.7. These packages successfully compiled in 10G.

    The packages in question are provided as part of an oracle ebs patch.

    THe issue have been resolved by doing the following .

    1. RUN as SYS

    $ORACLE_HOME/rdbms/admin/utlirp.sql
    $ORACLE_HOME/rdbms/admin/utlrp.sql

    THe issue have been resolved by doing the following .

    1. RUN as SYS

    $ORACLE_HOME/rdbms/admin/utlirp.sql
    $ORACLE_HOME/rdbms/admin/utlrp.sql

    I am also getting the same error while compiling a procedure which use a remote object over db_link.

    Let me know if this needs to be run on source db or destination db
