This is what i have in tnsnames.ora
For the THIRD TIME
Yes - you need to have an entry in your TNSNAMES.ORA file for SERVICE_NAME = PDBORCL to connect.
Do you seen anything in there like that? I don't.

Sorry, i know this is anoying for you, but u dont give exact instructions.
What should i have in that file, dont give me a clue how to do it, so i asked, do i need to edit that file, delete SERVICE_NAME = orcl and write SERVICE_NAME = pdborcl ?

Sure - go ahead and change 'orcl' to 'pdborcl'. Then you will be able to connect to PDBORCL but won't be able to connect to ORCL.

I altered user HR, just need to know how to connect in sqlplus and Developer.

You already know how to connect using both of those.
In sql*plus you use the entry in TNSNAMES.ORA and in sql developer you enter the information I mentioned earlier.
