Unable to load DLL (oramts.dll).

I am currently facing problem in connecting Oracle9i using Microsoft Oracle Provider. I've installed the Oracle Client 9. When I run the program, it throws me an exception with the message: Unable to load DLL (oramts.dll).
I've checked the ORACLE_HOME\bin path and the oramts.dll did exist in the directory. The ORACLE_HOME\bin has also been set in the system path.
What other configurations that I need to do in order for me to connect to the database?

were you able to download the oramts.dll from the oracle site. I need 9.2.0.1 but am unable to find it. Can yu please help
