ORA-13019: coordinates out of bounds
ORA-06512: at "MDSYS.SDO_INDEX_METHOD_10I", line 10.
'CREATE INDEX NX_FERRY1_'
|| db_link_ext
|| ' ON FERRY1_'
|| db_link_ext
|| '(LINK) INDEXTYPE IS MDSYS.SPATIAL_INDEX PARAMETERS (''SDO_LEVEL=15'')';
Where db_link_ext is the time stamp i am passing.

The error seems to suggest that it can't create a spacial index on the data you're wanting it to because some of the data is outside coordinate bounds.
Are you sure your data is appropriate for a spatial index?
