Are you trying to force them to use MyISAM? It is not clear from your question.

With 5.7 you can use the NO-ENGINE_SUBSTITION SQL Mode

In fact,I want to prohibit a user from using Myisam storage engine, only Innodb can be used.

seems not work,

and the default storage engine is Innodb

but we can still create a table with MyISAM engine,which is not what I want.

Are you sing 5.7 or an earlier version?
