Oracle Designer - License question

Hi,
It was my understanding that Oracle Designer was license free, but have been told by our license manager that this is not free
We currently use Oracle 12c database, Weblogic and Forms and Reports 12c
Please can someone clarify the situation

Designer is part of the Oracle Developer Suite. And as far as I know you need a developer license for the Developer Suite. And since the repository is inside a Oracle Database also an Oracle Database license.
