Is oracle database express edition XE 19c available?

Is oracle database express edition XE 19c available? If not, when will the release date be?

No, there is no 19c XE (and it will not be released), nor 20c at all (no EE/SE/XE since 20c was just a preview version on cloud and will not be general available).
What I know is that there will be a 21c XE, released after 21c EE/SE gets general available on premises.
Hope that helps!

I don’t believe that, i think Oracle will force the users to use the (free) cloud...

Although the trend is to move to the cloud, on premise will exist and will be supported for many years, and many applications are not suited for cloud. I cannot assure 100% that XE 21c will be released, but I would bet some $$ on that 😁

Deal. I bet 50$ that there will no Oracle Xe 21c in 2021

Check this out:

so you really want to bet? 19c was announced but not released, the same for 20c, then there should be 6 Months delay between EE and XE so that could be difficult this year

I cannot be 100% sure, but believe that if a product manager like Gerald Venzl says something in public then it is highly probably that itis based on trusted information. Let's wait and see, but I think there will be an Oracle 21c XE edition.

Oracle 21c XE is almost there...
There is no 6 month delay, XE is supposed to be available a few weeks after EE/SE are released for on premise.
I would expect 21c XE for Linux to be available during September :-)

And finally, we have Oracle 21c XE:
