20.2 - Login Page item alignment is off, bug or feature?

After recent upgrade to Apex 20.2 all our login pages are not aligning the "username" and "password" items correctly.
This seems to be related to "region image" defined on this page.
This works perfectly fine in 20.1.
This region uses the default "Login" template. I tried to adjust the size of the items but they are not responding to the width changes.
Is it a bug?

Have You verified/refreshed a theme of application after upgrade? I mean Application-Shared Components-Themes-Universal theme-Verify
-
Yes I refreshed the theme after the upgrade. This problem seems to be not related.

Does anyone seeing same problem? Any workaround, apart from redesigning all of my login pages.
-
I understand it is a small problem but it is annoying especially it impacts all of our applications login page. Can I expect a fix? Should I open an SR for it hoping for the bug?

Can't debug screenshots. Please share an example on apex.oracle.com.

I recreated the issue on the apex site:
