ORA-20987: APEX - Application Express is being upgraded to a newer version.

Hi, I've been getting the following error message for several days:
"ORA-20987: APEX - Application Express is being upgraded to a newer version. Changes to applications are disabled until the upgrade has finished."
I'm using Autonomous database in the cloud.
It prevents me from save any change made to applications, or even create new ones.
This is absolutely impairing my capacity of work on every project and additionally it makes impossible even to add new users to current deployed applications. I've exhaustively searched for a solution without result.
This is causing a devastating effect on my job.
PLEASE HELP!

APEX on Autonomous DB should be automatic.
If you are using Paid Tier, you can file an SR.
Also, their should be an OCI community forum. (I don't know where)
PS - make sure you state which Region(s) you are using.

Hi Mike Kutz thanks for taking the time to comment about the issue I posted.
I know it should be automatic. The problem, is it just not implementing the upgrade and it is lasting DAYS. Meanwhile, I can not work in any project, not even add user to applications.
I'm using the "always free" as a previous step to know better the tool and the service. I'm coming from the "MS-Azure World".
I'll try to find "OCI community" forum. But I'm getting concerned about the support, in general, that Oracle provide to the users, this is no the first time we get in trouble and couldn't find answers.
