Interactive Grid/Report Options menu won't open with mouse in APEX 21 app

This just started happening and we don't know why. We have 10 APEX apps and on most of the pages The Report Options menu won't open when clicked with a mouse. But once the control is active I can use the down arrow to open the menu. Then I can use the mouse to select options.
Any idea why this might be happening?
