Oracle Personal Edition 12c

Hi folks.

I installed Personal Edition 12c yesterday to find that I only had release 1 (12.1.0.2.0).  This was my first installation of Oracle.  I did get it all installed successfully, and everything worked under 64-bit Windows 10 Professional.

I am seeing that release 2 has been available for some time, so I attempted to upgrade my database.  The upgrade worked without any issue.  However, Enterprise Manager now no longer works after this update.  What happens is that I get a warning from Internet Explorer stating the login page has an error related to TLS.  I tried other browsers to also see this same issue.  Prior to the release 2 update, the EM login screen just showed a warning about the certificate.  However, Internet Exporer allowed me to continue to the web page anyway.  With release 2 installed, the option to continue to the page is now gone.  No browsers that I have used will show the login screen.

After some Google searching, I found this page that mentioned a registry edit plus reboot will resolve this:  Internet Explorer 10 ‘Continue to this website’ option missing – Oracle 48

The above did not resolve the issue for me though.  Am I able to install the release 2 update under Personal Edition 12c?
