MOSC Community and Tech Community

I am member of MOSC Community and contributing there Is this a different community group just for Technology related issues?

The MOSC community is limited to people that has a support contract with Oracle, and there is people from Oracle participating on it, the idea is to reduce the number of actual support requests by providing already known solutions and experience from other users and employees.
The technology community is open to everybody (for example, a student using Oracle XE) and there is no official participation from Oracle employees, although many of them participate and help, they do that when they can and want.
