How to enable instance is disabled and will not accept any action requests?

Unable to start instance: Instance ocid1.instance.oc1.ap-singapore-1.anzwsljrzaczlzqcjcpr5ldjsfm67hbunvusbdggnmssnuljagwjtephphea is disabled and will not accept any action requests. Please contact customer support to reenable.

User, your question sounds like you should ask it over at forum https://community.oracle.com/customerconnect community.
Search for a forum from the categories
If you don't see categories, you need to check your profile when you are logged in to the Cloud Customer Connect community. In your profile click on the 'Edit Profile' link and check that you have checked the cloud infrastructure stuff. Application Development is needed at least.
